COMMUNITY BASED DRUG DEMAND REDUCTION, TREATMENT, REHABILITATION AND AFTER CARE SERVICES

The ROYCE Hotel
Clark, Pampanga City
March 27-29, 2017

Last March 27-29, 2017 the Sacred Heart College personnels; Ms. Erica Rita Y. Calub, Mrs. Meredith M. Dango, Mrs. Ednaly R. Escobinas, Mrs. Vilma J. Oronan, Mr. Jonathan B. Rodriguez and Mrs. Nelly L. Seranilla headed by Community Outreach Program Director Sr. Aubrey B. Casimiro DC attended Community Based Drug Demand Reduction, Treatment, Rehabilitation and After Care Services at Royce Hotel Clark, Pampanga City.

The Philippine Association of Social Workers Inc. (PASWI) in cooperation with the Dangerous Drugs Board (DBB), Public Drug Enforcement Agency (PDEA) and Helping Educate at Risk Teens Families Foundation (HEART) sponsored a 3 day convention. The first day covers the Philippine Setting on Drug Situation and Drug of Use, Framework UNODC International Standards on Substance Abuse, Providing Support (Evidence-based strategies) and Pharmacological Effects of Drugs which was presented by following Resource Speakers; Director Wilkins Villanueva of PDEA, Ptr. Jones Espeleta a Global Master Trainer at Colombo Plan and Mrs. Nilda B. Pascual an Assistant Chief Nurse of Paulino J. Garcia Medical Center.

Drug abuse prevention education is a process of creating awareness on the underlying causes of the drug abuse problem to generate individual, group and community involvement in formulating social action programs to prevent drug abuse. It involves planning; drawing up a program of action stressing what people must do rather than what they must not do. It used varied educational methods and approaches to positively influence knowledge, attitudes and behaviors.

The educational programs being implemented in the country today are based on the concept that the drug abuse problem is not merely a problem of drug availability and proliferation but a problem of people.

On 2nd and 3rd day the following topics were presented, a Businessman gave a testimonial regarding his experiences as a drug dependent and its effects on his life. Other topics are Psycho-social Aspect on Drug Abuse (Program Director Clinical Psychologist HEART Foundation, DDB Trainor), Community Based Program-Mr. Julie Tarrayo (Admin Assistant and DDB Trainor, Community Organizer) Counseling on Drug Addiction-Fr. Teodulo P. Gonzales (CEFAM, Ateneo de Manila) and Republic Act 9165 and IRR, The Comprehensive Dangerous Drug Act of 2002-Atty. Cesar Posada (Chief Legal Counsel DDB).

The convention was very fruitful in relation to Sacred Heart College-Social Concerns and Advocacy Program since the school had just started to implement the Bagong Buhay Bagong Pagasa Project for the surrenderee’s of Tokhang which is piloted in Barangay II. Topics that were discussed during the three day convention are relevant and can be aligned to the programs of the Community Outreach Program (COP). Collaboration with other agencies (PNP, CSO, LGU, etc.) was given emphasis especially for the prevention, treatment and after care service since workers and agencies has also its own specific program or specialization. Every person has its own worth and dignity, and deserved to be given the chance to change and start afresh with one’s life. A person must be opened for change and discover his/her purpose in life to serve as a motivating factor to start all over again. The support system of every members of the family is also important to the person who wants to change.
